ABSTRACT This master's thesis is an attempt to get a critical perspective for the analysis of the fiscal crises in the growth process of Turkish economy for the post 1963 period. Theoretical and methodological references of this work are James O'Connor's "fiscal crisis of the state" thesis, ''accumulation regime" and "mode of regulation" concepts of the French Regulation School and the "hegemonic project" concept of Bob Jessop. By this theoretical framework, these concepts are tried to be operationalized for understanding of respectively, the public finance, economic and politic processes. The thesis consists of two main chapters. The theoretical investigation for "the critical public finance approach" drawn from O'Connor's analysis is the subject of the first chapter. The critical perspective is presented within a comparative analysis by the literature survey in the public finance discipline at the first sub-section of the first chapter. Regulation school that develops concepts for the analysis of the accumulation process and the Jessop' s class relation analysis are used to try to expend the critical public finance perspective in the second sub section. Discussion at the second chapter involves in the "fiscal crises" in the Turkey's short-term history. Turkey's capital accumulation history is divided into three phases with the related hegemonic projects and respectable accumulation regimes. Besides, class relations composition that is solved within the hegemonic projects, all of the periods have defined the state with different roles for the continuity of accumulation and witnessed "fiscal crisis of the state" which also benchmark the end of existing hegemonic project. 148
